Orange County Fuel Fund

An initiative designed to enhance the penetration rate of energy related services available for residents with low to moderate income in Orange County.

Part of RECAP’s Energy Initiatives Program, Orange County Fuel Fund provides payments to home heating providers to help families overcome short-term financial hardships. Also available are energy saving workshops, case management, weatherization, and referrals to energy provider rebates. Staff enhance energy awareness through community outreach and strong relationships with local utility companies. These funds are NOT for immediate emergencies.

Services available through the Orange County Energy Initiative are:

  • Fuel Fund – is a program which provides financial assistance to those individuals and families who exceed the HEAP Income guidelines by 20%.  Payments are made directly to home heating providers to help families overcome short-term financial hardships. We also provide case management as well as a referral to RECAP’s Weatherization program. 

  • Eligibility Requirements · Orange County resident · U.S. Citizen or Legal Resident · Income eligible (see chart here) · Savings or assets less than $60,000 2025-2026 heating season funds are available 12/1/2025 through 3/15/2026, or until funds are exhausted. Funds are not for emergency purposes

  • Energy Conservation Workshops – Provide a brief overview of key energy savings measures that can be coordinated by the attendee with ease. A small weatherization kit for attendees of the audience, which allows the attendees to take their first step towards energy conservation without much effort.

Fuel Fund updates

Even though the normal way to do outreach has changed, the Fuel Fund has still worked to advertise the program for those who may need help. We have visited different sites around Orange County and approached local businesses to let the community know that the Fuel Fund Program is here to support them in these times of need.

about Linda Muller

Linda S. Muller served as President & Chief Executive Officer of Cornerstone Family Healthcare for 31 years, transforming it from a single-site clinic to a multi-county health system before retiring in 2022.

Career and Leadership at Cornerstone

Linda Muller joined Cornerstone Family Healthcare in July 1991, when the organization had just one site in Newburgh serving about 5,000 patients. Over three decades, she expanded Cornerstone to 24–25 locations across Orange, Rockland, Sullivan, Ulster, Dutchess, Westchester, and Broome counties, serving over 52,000–55,000 patients.

Her leadership was marked by strategic growth, community engagement, and a strong focus on patient care. Muller was known for her dedication to the organization’s mission and for mentoring staff, as noted by colleagues who described her as a mentor and a “match made in heaven” for those in community health.

Her tenure included significant expansion, infrastructure development (notably the 147 Lake Street building in Newburgh, which she described as the “foundation for everything we have built so far”), and strengthening the organization’s mission to provide accessible, high‑quality healthcare

Muller is a 1976 graduate of the University at Buffalo with a B.A. in speech pathology (minor in audiology and communication) She later earned an M.S. in Health Policy and Administration from The New School, where she also taught for six years. She lives in Cornwall with her husband Charles Muller.

Colleagues have praised her trailblazing leadership, noting her dedication to community health and her role in building a sustainable, patient‑centered healthcare system.
