Are you struggling with your home’s energy efficiency? Is your house cold in winter and hot in summer? We’re here to help! Our Energy Conservation team has a variety of home improvement measures to help residents save fuel cost, reduce energy use, and provide a healthier and more comfortable home.
What’s under our energy conservation umbrella?
Weatherization Assistance Program (WAP)
Grants through the U.S. Department of Energy and the Department of Health and Human Services provide funding to improve the energy efficiency of the homes of income eligible families using the latest technology in energy upgrades. Since the program began in 1976, DOE has helped improve the lives of more than 7 million families by reducing their energy usage and bills
Heating Equipment Repair & Replacement (HERR)
RECAP works directly with Department of Social Services and the HERR program to assist clients in Orange and Rockland Counties. Benefits for eligible homeowners include repaired or replaced furnaces, boilers, and other direct heating components to keep the home’s primary heating source functional. Homeowners must reside in the home. This program is a joint venture between RECAP and the Department of Social Services.
Cooling Assistance
Cooling assistance services to eligible households that include an individual with a documented medical condition that is exacerbated by heat. This program is a joint venture between RECAP and the Department of Social Services.
EmPower NY
No-cost energy efficiency solutions to eligible New Yorkers. Measures may include air sealing, insulation, replacement of inefficient refrigerators and freezers, new energy-efficient lighting, and free health and safety checks of all combustion appliances and provide smoke and carbon monoxide detectors and appliances.
Eligibility
Help is free for eligible households. If you receive Supplemental Security Income (SSI), public assistance, food stamps, or HEAP benefits at the time of your application, you may be categorically eligible.

— NYS Homes & Community Renewal (NYSHCR)
HCR’s Division of Housing and Community Renewal is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. DHCR performs a number of activities, including oversight and regulation of the State’s public and publically assisted rental housing; administration of the State’s rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs, including State and Federal grants and loans to housing developers to finance construction and renovation of affordable housing.

They provide the benefits of home performance to the nation’s homeowners through best practice standards, credentials and quality assurance services for the home performance and weatherization industry.

This service improves home energy efficiency and accessibility, but does not provide fuel funds. RECAP’s Orange County Fuel Fund can provide payments to home heating providers to help families overcome short-term financial hardships.
