What is Construction Development?
Construction Development brings a range of community improvement efforts focusing on the area’s housing needs. Projects include the renovation of older homes and new construction developments, assisting homeowners with renovations and helping those trying to stay in their homes. We focus on reducing housing costs, promoting employment, and new business development.
Our latest project is the Fresh Start Apartments in the City of Newburgh. Utilizing a parcel of land RECAP owns, we have received an ESSHI award to construct an 11 unit building which will focus on housing those seeking permanent housing and transitioning from homelessness or temporary housing.
Helping to REstore Communities
RECAP’S housing development history began in 1983. To date RECAP has developed and owns 119 units of housing in 20 buildings across Orange County. In addition, RECAP is management agent for 8 units of housing and is the development sponsor for 42 units of housing. In Newburgh, RECAP currently owns and manages 14 units of housing across 5 buildings.

Program Management
Allison Blackman
Senior Director of Housing and Grants Managment
Prior to her role at RECAP as Senior Director of Housing Development and Grants Manger, Allison, a longtime housing and community development professional and licensed attorney in New York State, was Executive Director of the Newburgh Community Land Bank and Community Development Program Manager for Sullivan Renaissance . Allison also previously worked for J&G Law and the New York State Unified Court System. Her volunteer service has been expansive, including work with Habitat for Humanity of Greater Newburgh (Vice President, Board of Directors), the Newburgh Preservation Association (former Board President), Head Start of Eastern Orange County, and Safe Harbors of the Hudson (Former Board Member and Secretary), during which time she co-founded Newburgh’s International Day of Happiness.
A graduate of UMass Amherst (2003) and Pace University School of Law (Juris Doctorate, 2009), Cappella is also a 2018 Junior League Rising Star recipient and a graduate of both Leadership Orange and Leadership Sullivan and Pattern for Progress fellows’ program.
Originally from Lowell, Massachusetts, Allison lives in Newburgh with her husband, Burke Blackman, and daughter Zelda.
