Orange County Fuel Fund

An initiative designed to enhance the penetration rate of energy related services available for low to moderate income residents of Orange County.

Part of RECAP’s Energy Initiatives Program, Orange County Fuel Fund provides payments to home heating providers to help families overcome short-term financial hardships. Also available are energy saving workshops, case management, weatherization, and referrals to energy provider rebates. Staff enhance energy awareness through community outreach and strong relationships with local utility companies.

Services available through the Orange County Energy Initiative are:

  • Fuel Fund – is a program which provides financial assistance to those individuals and families who exceed the HEAP Income guidelines by 20%.  Payments are made directly to home heating providers to help families overcome short-term financial hardships. We also provide case management as well as a referral to RECAP’s Weatherization program. 

  • Eligibility Requirements · Orange County resident · U.S. Citizen or Legal Resident · Income eligible (see chart here) · Savings or assets less than $60,000 2023-2024 heating season funds are available 11/1/2023 through 3/15/2024, or until funds are exhausted. Funds are not for emergency purposes

  • Energy Conservation Workshops – Provide a brief overview of key energy savings measures that can be coordinated by the attendee with ease. A small weatherization kit for attendees of the audience, which allows the attendees to take their first step towards energy conservation without much effort.

Fuel Fund updates

Even though the normal way to do outreach has changed, the Fuel Fund has still worked to advertise the program for those who may need help. We have visited different sites around Orange County and approached local businesses to let the community know that the Fuel Fund Program is here to support them in these times of need.
